Job DescriptionThe Electronics Systems Sector (ES), Command Control Communications Computers Intelligence Surveillance and Reconnaissance (C4ISR) Systems business area, Advanced Mission Solutions (AMS) Product Line is seeking a Senior Business Winning and Capture Team Leader. This hybrid position, located in San Diego, California or Reston, Virginia will report directly to the AMS Product Line Director.
As the AMS Business Winning Team Leader you will lead a team of Capture Leaders and Proposal Development Managers and Coordinators focused on growing the AMS Product Line across the intelligence and DoD markets. You will also be directly lead priority pursuits. This position will have responsibility for:
Business Winning Team Leadership
- Manage and Coordinate resources (people, budget) for the Capture Phases (Stages 2-4), Proposal Development (Stage 5) and Post-Submittal activities (Stage 6).
- Manage and Coordinate Engineering resources across the product areas, with the Product Area leadership (PMO, Engineering, Pricing, Contracts, Subcontracts) based on overarching Product Line priorities
- Understand and prioritize effort and resources against the strategic opportunities, aligned with our overall Product Line Growth Strategy
- Focus on the effective use of NBF funds across the AMS Product Line including the effectiveness of IRAD targeted at Capture milestones and customer demos.
- Track, assess, and analyze the deployment and use of NBF funds and continuously improve the efficiency and effectiveness of the investment
- Define, Assess and Tailor Detailed Capture Plans that align with our LCM, BWT and Left Shift initiatives
- Provide Strategic assessment of win themes and capture tactics across a wide variety of IC and DoD markets and customer preferences
- Assist in formulation and critique of the win strategy for a capture including trades on different tactics or deign approaches based on impact of P{Win}, P{Fund}, P{Go}
- Contribute strong technical / management win themes, value propositions and sophisticated pricing strategies (Technical Design and Review Boards, Black Hats, Green Team, Price to Win, Blue team, Pink Team, Red Team)
- Evaluate the performance of capture managers, proposal mangers, and the supporting cast of SMEs in response to opportunity challenges, and provide constructive feedback and coaching to grow our new business personnel
The Senior Capture Lead is responsible for developing and winning new business with special emphasis on leading and capturing top priority pursuits. This position will lead multi-functional, high-performance teams to capture strategic business in a dynamic, matrixed environment, allocating resources and prioritizing effectively in limited timeframes; work across and throughout leadership channels to ensure appropriate multi-functional engagement to achieve needed objectives/milestones.
- Develop and execute strategic and tactical plans, both short and long range, for the pursuit and successful capture of key AMS opportunities.
- Follow the corporate business winning standards, processes and lifecycle management (LCM) review processes and ability to tailor them to the specific constraints of each capture (budget, staff, schedule).
- Lead a matrixed team of functional and support specialists throughout the capture to develop the overall winning approach (technical solution, management and execution plans, pricing, past performance, and other elements).
- Understand in depth, multiple customer stakeholders, and aid in the planning and execution of customer contact plans related to the capture strategy.
- Lead efforts to understand customer bid price sensitivity, applying an overarching pricing strategy, including assessing risk and opportunity, reflected in an integrated technical, management, and business strategy.
- Lead the development of an integrated offering and work with the solution team and the assigned proposal manager to ensure win strategies and compliant/compelling offerings drive the submitted proposal.
- Set, communicate and gain approval for bid teaming and subcontracting strategy and facilitates negotiation and documentation of teaming agreements, NDA/PIAs, subcontractor SOWs and all formal and informal arrangements with Contracts and Supply Chain/Subcontracts.
- Act as the strategic thought leader and decision-driver through the capture process including presenting capture plan activities and results to the executive leadership team(s).
- Plan, manage and control new business funds (NBF) budgets for opportunity pursuits and briefs executive management with detailed spend plans to gain approval for each phase of the capture life cycle.
Required Education, Experience, & Skills
Required Education, Experience, & Skills:
- A minimum of 12 years related business experience with an emphasis on capture and/or program management work
- Ability to achieve and retain a TS/SCI clearance
- Current knowledge of the rapidly changing IC and DoD mission and acquisition domains, current threat environment, USG budgets, and competitor dynamics.
- Successful experience both managing and winning large (>$50M lifecycle value) and complex programs involving the design, development / manufacture, and sustainment of complex solutions for the Intelligence and Defense markets across the mission areas listed below:
- ISR Data Processing, Data Operations and Analysis Systems
- Artificial Intelligence and Machine Learning
- Adaptive Mission Software and Data Layer Frameworks
- Air and Space Mission Planning and Mission Autonomy Systems
- Precision Strike and Targeting Systems
- Secure Space Ground Systems and Edge Architectures
- Modular Open Systems Approach (MOSA) Architectures
- Automated Intelligence data analytics and exploitation systems
- Tech Maturation and Commercialization of R&D investments
- Cybersecurity and Cyber resilience
- Capture and Proposal Management Training
- Performance of role at alternative BAE Systems locations may be considered for highly qualified candidates
Preferred Education, Experience, & Skills
Preferred Education, Experience, & Skills:
- Master's degree in engineering or business management preferred
- Relevant military service or civilian service in the DoD/IC
- PMP and/or APMP preferred
Pay Information
Full-Time Salary Range: $169630 - $288370
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
