Job DescriptionThe Government Compliance Director provides leadership and guidance to the Business areas within the BAE Systems Intelligence & Security Sector, acting as the primary liaison with the Defense Contract Management Agency (DCMA) and the Defense Contract Audit Agency (DCAA) on all sector-related Government Compliance matters. This individual is a manager of managers and directs the Sector compliance staff activities, overseeing key responsibilities such as maintaining CAS compliant cost structures and Disclosure Statements, preparing and submitting annual indirect incurred cost submissions, and defending and negotiating DCAA questioned costs. Additionally, they provide compliant charging guidance, develop and monitor sector time reporting policies, and support DCAA audits, DCMA inquiries, and external auditors. The lead also assesses and supports audits of the sector's Business Systems, participates in BAE Systems Inc. level teams related to Government Compliance, and negotiates direct and indirect forward pricing rates and final indirect rate agreements. Furthermore, they provide support for direct and indirect rate proposals and offer assessment and strategic direction on proposed changes to accounting practices or overhead rate structures.
The Finance leader will be required to advise senior management of all financial matters and must demonstrate:
- Understanding of and experience interpreting Government Accounting regulations, Cost Accounting Standards, and overhead rate structures;
- A proven ability to communicate financial information clearly and concisely across a broad audience;
- Working knowledge of Project Finance and Project control tools and processes and as well as an understanding of US Government Services business model;
- Ability to develop solutions to complex problems requiring creativity, and innovativeness;
- Ability to create formal and informal networks with key decision makers and serve as an external spokesperson for the organization; and
- An in depth understanding of and ability to operate in accordance with all legal, ethical, and Company requirements, including Company policies and procedures, Standard Policies, Standard Operating Procedures and Department Instructions.
- Participation in the hiring process and responsibility for assigning tasks, counseling, training, developing and evaluating a team of compliance professionals;
- Support and encouragement to the growth and professional development of the compliance / finance team;
- Coordination with other finance and functional groups to assure consistency and integrity of data;
- Efficiently optimize compliance team and cost thereof in support of the Business needs (including personnel, data processing support, other required support, etc.) through review of required output, efficiency of operations and assignment of appropriate and capable personnel
- Ability to identify industry trends and developments, including government regulations and contract compliance issues.
Required Education, Experience, & Skills
Bachelor's degree in Finance, Accounting, or Economics or Master's degree
Prior experience providing Government Compliance support and advice in a U.S. Government contracting environment
Sound understanding of government compliance theories and practices in fast changing environment
Full management of a team, including management of people, defining roles and responsibility and planning for future needs
Analytical thought required to resolve issues in a variety of complex situations, without supervision
Preferred Education, Experience, & Skills
Defense Industry Services sector experience preferred
Pay Information
Full-Time Salary Range: $135556 - $230444
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
